As for the pH of seven, the solution is neutral, and the concentration of hydrogen ions and hydroxide ions is similar. Water is a typical example. The ionization of water is weak, and hydrogen ions and hydroxide ions are symbiotic in equilibrium, so they are neutral.

To know the pH value of the solution, you can measure it with a pH test paper. Dip the test paper into the test solution, observe the change of its color, and compare it with the standard color card to know its pH value.
