If the test paper turns blue, it indicates the presence of oxidizing substances, overtaking the active oxygen produced by the decomposition of hydrogen peroxide to oxidize iodine ions to iodine elemental substances, and the combination of iodine and starch turns blue. This phenomenon conclusively proves that it has an oxidizing effect, decomposing or destroying the substances in contact with it.
